do I need to KILZ over newly textrued/mudded walls

have an older house that is in total revamp.

Over 80 years old... lots of old drywall damage and previous tenant destruction.

Lot of patching...and other flawed surfaces so I
textured over the walls with mud and stipling brush. Hides all the patching and repairs. I think I need to KILZ over it all to seal it before applying final coat of Enamel. Prior tenants were also smokers.

Business partner is lazy... he says no need for Kilz. I am wondering if liquid from paint will also cause the MUD/Texture to discolor and yellow slightly as I have seen it do when moisture hits it.

Advice? Suggestions? Know it is a bit more work, but less in the long run perhaps? Also cheaper to Kilz at $ 50.00 per 5 gallons than paint 2 coats at $ 85.00 per 5 gallons. Don't know if I need to KILZ at all however. HELP?
