Finishing my new basement.

Hi Bob and Riley,

We moved into our new home on Nov.1 97. The basement is an 8" poured in place structure. The below grade exterior of the basement was spray coated with a green rubber based product that supposedly is water tight. We have not seen any evidence of moisture other than a light dampness which I 've attributted to the concrete curing. I want to start finishing the basement. I have the following questions:
1. Is it to soon to begin working with the concrete
2. Should I coat the inside walls and floor with a sealer
3. When I frame can I lay my studs flat to the wall ( 1 1/2" cavity )and use Dow 1" against the wall between the studs.
4. How best do I secure the frame to the floor and the walls . Do I use cement molly bolts?
5. How can I insulate the floor?
6. Should I use a moisture barrier?
