drywall compound air holes = swiss cheese

what's the deal with the airholes in the drywall compound? for some reason on this one wall i get all these airholes. i sand down and see swiss cheese so i try to remud but get the same results. how can i beat this? is this the result of cheap compound, bad mud knife or what??
