Removing Wall Paper Paste From Bare Wallboard

I'm Redoing a room which the previous owners wall papered two walls. While removing the wall paper I discovered there were two layers of wall paper. I managed to get both layers off, but discovered the first layer was applied to bare wall board. I understand that I need to remove the paste prior to sealing and painting the walls. Is this correct? Secondly, what is the best way to remove the paste from the bare wall board, or can I just seal it and paint over it? Please advise.
