Drain stub out under sink in bathroom

I have a newly constructed bathroom with a sink stub out drain protruding approx. 7 inches from the wall at an angle which interferes with the vanity drawer operation. Cutting the stub out shorter will not solve the problem. However a 45 degree elbow attached at the stub out, turning away from the drawer should work. Does this weaken the drainage capability of the connection? Is this allowed code wise? Will this pass inspection? HELP!!!!
