Help! Tried to paint a room, under the chair rail and the paint won't stick. Keeps bubbling in lines down the wall. I wonderd if it was where vinegar dripped down the wall months ago when I removed the wallpaper from above the chair rail? Has anyone ever heard of this happening? The top portion of the wall is fine so I don't think it is a moisture problem in the walls.
