You have a power vented water heater now. The one you want is a non-powered direct vent which is much quieter. A powered direct-vent can also be heard due to the blower. A problem is the height of the heater to fit under the blower.

The idea was to have a cheap combination water heater/heater. That is difficult to overcome.
