You might consider simply replacing the power vent assembly. Take a look at Rheem catalog at page 10 and 11 of this link:

There are four blower motor assemblies to select from. Noise may simply be failed bearings in the fan assembly. This would be a LOT less expensive than trying to replace or revent this unit. The catalog above has an 800 number to call for ordering and assistance. Try to have the heater model number and any identification you can find on the vent assembly handy, and order a replacement.
