Slab insulation and the vapor retarder should be under the concrete. After the slab is poured, allow any moisture to evaporate to the air as easy as possible. Maintain the indoor relative humidity at <50%RH. This requires dehumidification of 1 pint per day per 25 sq.ft. of total basement floor space. Avoid insulation above the concrete and high humidity.
