Wallpaper Removal

I just purchased a 27 year old house with an extreme amount of wallpaper everywhere. I want to paint and remove the wallpaper. My question is, is it best for me to remove the wallpaper or paint over it because it's everywhere (dining room, living room, family room, kitchen and 2 bathrooms and laundry room).

PS Some of the wallpaper is peeling but some of it is sticking to the wall like glue. Also how do I remove wallpaper is hard to reach areas. Behind the stove and cabinets?

Thank you.
