Jaime, painting over old paint that is not securely attached is more problems waiting to happen. Like any other painting, you have to have a good base to have a good paint job.
I'm assuming that you are talking about paint on the outside of your house. You want to scrape the peeling paint off and as much of the other loose paint as you can get to come off. Then, you feather sand any remaining paint close to the level of the wood. If your house is older than 1972, assume that you have lead based paint and take appropriate precautions. When you get the surface free of loose and peeling paint and sanded, then you can apply the primer of your choice. Years ago, oil based primers were a lot better than the water based ones. Today, they are about equal. After priming, you can paint. One comment is that painting wet or damp wood or painting on a really humid day has caused many paint adhesion problems. Wait for a dry day but don't paint in direct hot sun either. Painting when it's too hot and dry can cause the paint to dry too quickly and also give you problems.
