mike,

in my opinion there aint nothing you can do to "waterprof" your slab/footer joint

if i was you, and i aint. i would approach this problem from a different tack

i would attempt to stop the water before it reachs your wall

either by as simple a thing as cleaning your gutters if so equpited, checking leaders and downspouts that water is indeed directed away from building

creating a small swale(earthern berm) to devert runoff around and away from wall

a swale can be constucted with as small as a 4 inch rise with some topsoil and grass seed(or whatever ground cover matches surronds like hostas, perenials(flowers), weeds. swale should be 3-4 inches high by 18 inches across and run the length of building and then some

anyways you get the picture, you cant waterproof a joint line that, so it as simple as stoping the water in the first place

either by fixing the existing means , like gutters and then if more is needed ...directing water away from building or drainage(harder , more expensive), like digging a trench across problem area, installing preforated driainage pipe, backfill with pea gravel, dig some drywells and all that. expensive, labor intensive, requires some maintenance and upkeep

do the gutters and make a swale
