Thermostats for electric baseboard heat.

I have found that my electric heat is on though I have the thermostats set at low and the room temperature was at 65 degrees.The LOW setting is the lowest setting on the thermostat.I also found that the thermostats have only two wires and not the usual four wires.The circuit breakers are the double 20 amp type for 220 volts.Checking wiring at thermostats I have a black and white and a bare ground wire.No red wire visible.Can a four wire baseboard thermostat be hooked up on this circuit and if so how can it be done.Do I have to replace the thermostats that I have with like kind?
