Lightly sand with 150 grit to give your surface some teeth for the primer to adhere. Prime with Zinsser BIN. Use the shellac base, not 123 latex. It is stinky, but has great bonding agents. You can topcoat with latex or oil base paint. I would use an alkyd (oil) satin, 2 coats. You can faux finish in latex, or just use latex. If so, I would topcoat with 2 coats of satin polyurethane. No matter what it will never be as tough as formica, but can last for years with small touch-ups and it is worth trying so you can save big $$$$$$$$
