removing paint from bumpy windows.

I have 2 bathroom windows which are the kind you can't
see thru, and they have tiny bumps which have old paint collected
in them. The paint is not on top of the bumps but in the
holes, I have tried paint thinner and it doesn't touch
it, do you have any suggestions.
