difficult paper removal

I'm working on restoring my old home and am havining an awful time getting rid of some emobossed and painted (2separate times) wallpaper. I've tried to score it and Dif it but it doesn't penetrate. I tried steaming and in oreder to get enough heat/steam to do the job the plaster wall came off the lathe. Any ideas? I'm open to suggestions!
