The REALLY short answer is the both latex paints and wallpaper adhesive are water-based. The adhesive absorbs the moisture from the paint and "reactivates," and as it tries to dry and bond again, it interacts with the latex paint, which is trying to do the same thing. Outgassing, leading to blistering, is one of the most common results. Washing with a solution of TSP and water will also remove residual adhesive. I always recommend priming previously wallpapered walls with an oil-based primer prior to their being painted, especially if you're using a latex top-coat.
