Cause of "Moisture in walls" is:
Water may leak in around windows. Also from roof leaks, and condensation in the attic may drain down into the walls. Exfiltration of high humidity air out through the wall when cold out may condense in the wall.
Water soaked brick heated by the sun drives the moisture to the vapor barrier during the summer.

Drying a wet wall during the winter->depressurize the home with exhaust only ventilation while keeping the home warm. If the home has condensation on windows during cold weather, trickle exhaust ventilate the home enough to remove moisture from windows throughout the winter. Summer->blow warm dry air into the wall.
