Joyce...clean those cabinets with Methyl Hydrate (alcohol).

Primer with Glidden Ultra-Hide Gripper.

Top coat with Glidden Evermore, Ultra-Hide, or Ralph Lauren Semi-Gloss latex in your choice of color.
