Painting Kitchen Cabinets

My Kitchen has white latex (I think) paint that judging by the many imperfections (drips, dents etc) is probably at least the second coat. I am refacing the kitchen with new thermofoild doors and want to paint the frames with a matching off white color. Can I light sand and use some kind of filler to improve the surface or do I need to strip the paint and start from bare wood. Obviously I would like the least time consuming route that would give me acceptable results.
