Oops, I forgot issue #2. The water you see below your heater is most likely coming from the pressure/temp release valve. It releases when either the water pressure is too high or when the heater temperature exceeds a pre-set limit, to avoid possible bursting of the water heater. Since your water is probably not too hot, I imagine that the problem is either your household water pressure is too high or (more likely) the valve itself has become defective and is releasing water occasionally when it should not. These valves are usually easliy replaced and cost around $10.
