You can remove dried on paint!

70% Isopropyl Rubbing Alcohol will take both acrylic (Craft and Hobby) paint, as well as latex indoor house paint out of clothing, even if it has dried. Pour alcohol on the stain, rub, and rinse. Repeat until the stain is removed. Then Launder as usual.

I worked on DRIED latex paint on my blue jeans and cotton t-shirt! Don't know about "wind" pants but it's worth a shot!
