Common practice for roof rafter spacing is 24". Concerning your water problem, how long was the drywall and electrical exposed to the rain? Just a couple of times, or for months? If the drywall and insulation is now dry and it is not sagging or bulging, there is no need for replacement. Likewise, just a single soaking of the outlets and switches probably don't warrant any concern, as long as the moisture has now evaporated.
