If they are putting down a backer board such as Hardibacker first, then the vinyl does not have to be removed. (Unless it is of the cushioned type)
If they are putting the tile directly over the vinyl, I would ask if the floor/subfloor is of the correct thickness to support the tile correctly. It probably is not. You really need the backer board to do the job right.
