Maybe, maybe, if you were doing a small room or bath and if you knew that the subfloor (the layer of wood laid down b4 the vinyl) was screwed down and the vinyl was glued perfectly, then you could lay tile over it. Even still, the chance of it flexing and cracking grout lines would be working against you.
Tear it up. It is not that hard to do.
