Paneling in basement

Given the paneling is afixed to furring strips, the best plan would be to remove the paneling and drywall, which, btw, should have been done anyway.

You'll need to make sure the furring strips are well fastened because paneling is more forgiving than drywall.

drywall is very inexpensive, costing pennies per square foot. There is information on this site about how to apply drywall, done incorrectly, cracks can appear in walls. After proper application of drywall, I'd recommend hiring a professional taper to come in and finish it off. Taping sounds easy, the professionals make it look easy, but it isn't, and it will take you a lot more sanding in your occupied home, and a lot more time, probably 20 times longer than a pro. So I'm saying a pro is done in 3 days, and it takes you 60 days and a lot of frustration.

After the mudding and taping is done, you can do the priming and painting.

Later, you could elect to paper some of the rooms.

It'll be grand.
