water heater overflow woes

Hello,
I have a 1 year old water heater and I am getting several gallons of water from the overflow valve every week. THe plumber has changed tha valve once. My water is coming out at about 150 degrees. How can I fix this problem? When I had the new heater put in I also put in a pressure control valve. Now when I turn on the water I get a surge of pressure. I have mentioned this to the Plumber but they dont seem real to know if that is ok or not. could this pressure surge be causing the water heater problems?
