Your temperature needs to be lowered to about 120 deg. You didn’t say if you have gas or electric. If gas, it is just a matter of turning the dial on the thermostat down to the appropriate temp. On an electric water heater, you will need to turn off the breaker to the heater and remove the cover/s to gain access to both the upper and lower thermostat and with a screwdriver turn each down to 120 deg. Replace cover/s and turn the breaker back on. The overflow drainage may be due to excessive line pressure. Have you checked your water pressure with a gauge? You can purchase one of these at a local home supply for around $10. Some people find it necessary to install an expansion tank to avoid spitting by the P & T valve due to the heat cycle. Perhaps your plumber can advise if this may be needed in your situation.
