The 30amp breaker must be in it's own box. There is no way it can be in the main. Breakers are held in place by the buss bar and can't be connected to both. The reason it is going outside to the pole is that your box could not handle the extra amps when that W/H was installed. Check to see if the orginal W/H was gas. Let us know, Ron J.
