drain tile blockage

My home is tiled around the outside wall with corrugated weep tile. I have two lines running into the sump crock. One line flows great and the other just trickles. The slow flowing side has red sediment (red ochre) that I've attempted to flush with dish soap to break it up. I've had some sucess, but not enough to solve the problem of a damp floor in the section that I believe is cloging the perforations in the tile. Is there a remedy other than water jetting (very expensive $500). I've read that red ochre cannot be prevented from recourring. Can routine maintainance be done.
