Assuming this Durock will be installed on an outside wall, you need a vapor barrier. If the insulation being used has a vapor barrier, you're covered. If not, you will need one, which requires the builder to screw the Durock to the studs. I hope this helps. If your builder balks, contact your local building department for advice.
