If the mortor is crumbling between the bricks,
they need to be repointed (the old mortor
taken out an inch or so and new mortor put in).
You could do this yourself in some cases, check
out some masonary books.

Old brick walls can have a lot of character, I
don't think repainting them would add to the
value.
