Water Leak

Let me guess. In the fall you left the garden hose attached to the outside lawn hydrant, and it froze, breaking the valve or pipe back inside the house. Your suppose to remove the hose, or perhaps the valve leaked ever so slightly and then freezing.

You will have to turn off the water to this faucet and remove it, and install a new one.
Notice the crack in the valve when you remove it.
Another idea when installing a new one make certain it grades (drains) to the outside of the building. If it retains any amount of water it will freeze. Perhaps installation was faulty in the first place.
