At each spigot, install a "Y" connector. Leave the barrel spigots open. Connect a permanent piece of garden hose between one side of the y on one barrel, to the y on the other barrel. Keep the small valve on that side of the Y's open. You can draw water from either barrel by opening the unconnected side of the Y connector at each barrel.
