I'll answer in reverse........

ThreeProngAdapter..........
For the "ground" adapter to have worked the box had to be grounded.......(otherwise it was just as useful to cut-Off the round prong)......So the REAL repair was to install the correct three prong outlet and install a jumper from the box to the outlet.....If it wasn't a grounded "box" then the center screw only provided a more secure mount for the cord........still no ground .......

CheapLandlord...........Yeah I know.........But still as a tenant he has rights and can (Try)pursue the landlord to provide better service........As a tenant he has NO right to change any electrical installation.........

"Creative" Ground connections.........

Everybody always misunderstands grounds........
The electricity is not trying to get just to the ground.......It's trying to get to the Neutral tap of the POCO transformer..........

It would rather take the trip along the service entrance wire......that's where the one and only place the Ground and Neutral are allowed to connect........

The plumbing (and superstucture and metal siding and roofing)are connected to Ground to keep them at a Low Potential to ground.........NOT to provide a ground path for electrical lines......

The "rules" are there for a reason........Not only for the Ideal situations but also for when all heck breaks loose........

What if the plumbing contains dielectric unions.........and The Homemade device develops a fault........The "ground" that is not grounded could energize that portion of the plumbing/heating........Dangerous potentially fatal voltage that could be far from your apartment.........

OK so Dave..........So are you sure those boxes are not grounded........sometimes wiring with the old BX will carry a ground........or sometimes the ground wire was terminated at the cable clamp........

TEST the box and outlet ...........
