Chimney Downdraft

I have a downdraft problem in the basement of my 2 story house. When i open the doors to my air tight stove, somtimes there's a downdraft. The smell of creosote is always evident. I have tried pre-heating the flue with burning newspaper and also a blow torch, but with very little success. I have a chimney cap on the top, the chimney is at least 3 fett above the crest of the roof and there are no other obstructions nearby. Please advise me on how to fix this problem.
