What you describe is the proper means by which to deal with the problem.
You should excavate on the exterior of the foundation to about 1 foot below the top of the footer, install your drain tile pipe with perforation holes facing down, install a filter fabric along the dirt wall of the trench, cover pipe with about 2-3 feet of crushed washed walnut sized stone, then install more filter fabric over the top of the stone and the fill dirt that will be needed to cover the trench.
The fabric will allow surface water to enter the drain but keep silt and other debris out so the drains do not clog.
The main key, however, is to run the drain pipe somewhere away from the house so that the water will naturally runoff. Running downhill to daylight is best, but the slope of your lot may not allow this.
You may otherwise need to drain to an interior or exterior sump pit and have the collected water pumped out. Was this post helpful? Yes: or No:
