No need to Glue pad

There is no need to glue the pad to the consrete anymore than you would need to glue the pad to a wooden subfloor.

Tack strips for concrete floors already come with masonry tacks ready to fasten. Just nail the strip to the concrete but it is a good idea to glue the strips as well with some construction adhesive.
