I also have a popcorn ceiling that tested at 3% asbestos, and would like to know if I have any options to cover it up. Since I live in a residential complex, there is no reasonable option for removal.
Is it possible to install some sort of drop ceiling, dry wall, armstrong planks or something similar to cover it? Or, since any solution would probably involve putting holes in the old surface, am I going to run into similar regulations to those prohibiting removal?
