poly butyl pipes

I have just been informed by a plumber;after a poly pipe sprung a leak under my home; that this type of pipe was outlawed several years ago and that I needed to replace all of the water pipes under my home,since they are poly pipes and would continue to give me problems; I purchased my home in April 1993 from Luv Homes in Kinston,N.C.. I live on SS income and can not afford to make these repairs...is there any help out there for me...was a class action filed?...if so what was the outcome? Please advise.....Thank You
