flickering lights at night

All our lights flicker in our house usually starting after 8:30 pm. This happens off and on, does not happen in relation to furnace, microwave or anything else being used. we can be sitting watching tv and sure enough after 8:30 it will start happening. we just bought the house march 1st. just started happening 2 days ago.

previous owner had a brand new 100 amp panel put in and the outside meter changed (upgrade from 60 amp fuse box) by a professional electrician. local electric company came out and made sure all connections inside the circuit box and outside was tight.

any ideas?
