voltage fluctuations

I don't think the wiring, panel or bulbs are a problem or you would experience these problems at all times of day. Something is causing power to fluctuate at that time of day. I would be tempted to call the electric company to troubleshoot the issue, or better, ask your neighbors if they also experience these fluctuations. It could be the transformer near your home, or a nearby commercial source that uses a lot of draw to operate pumps, motors or refrigeration. For external fluctuations, the power utility is in the best position to determine and fix the problem if it continues to occur.
