Of course plunging may do the trick, but
my toilet did this until I stopped putting all sanitary products into it. A lot of drains are meant for anything other than toilet paper and human waste - no matter what it may say on a box of tampax. Also, I had a plumber add a clean out valve at the front of my house. This way, it was easy to have it cleaned out in the future if something was blocking the drain pipe.
