I am registered with improvenet.com, which is a site that will do exactly what you are asking. They don't charge for the service, I have to pay them for the leads they give me. Once you submit your project to the site, they will send it out by fax to all of their pre-qualified contractors in your area. They will send you no more than 4 contractors to contact, who are all already familiar with your request and want to talk to you.
