White House wallpaper type?

I went on a white house tour today in the nations capitol.The wall's in room's like the Green and Red room were what appeared to be a sewn cloth, I felt it and it seemed to be raised off the wall about 1/8 of an inch. I am wondering how they did that perticular style & how can I do that
