They do make a garage door seal for the bottom of the door. Get one if you don't have one. Think about a double layer or double in certain parts of the door that leaks. You may also need to cut out some concrete and repour some depending upon slope problems. You could also try some floor leveler under the door in the right places but it probably won't last long.
