Tom, I think you may be unclear of how to properly plumb a toilet and or sink. The plumbing myst be under your concrete floor - You can not pipe on top of the floor and tie into a cleanout. You will need a concrete saw to cut the floor up, dig the dirt out and tie a pipe to the main drain. You will also have to properly vent the plumbing, wich can mean running a pipe out the roof of your house. If you wish to tackle this project yourself, I recommend you have a plumber come out and give you an estimate - Let him tell you exactly what he is going to do - Another point may be to contact your building department and get the local plumbing codes there.
