Painting Basement

I live in a 80 year old Colonial. The foundation in general is in very good shape except for areas where there has been some surface disintigration (no more than an 1/8 inch thick--resulting in a fine white powdery substance that can be brushed. After brushing the aggregate is exposed but we are only talking about an indentation of about an 1/8 inch. My question is how I should paint these areas and the rest of the basement which has been painted in the past. Do I simply use a product like Dry Lock on the whole basement?
