I think that you can get shallow outlet boxes that will work in your limited space, but why not just frame up a standard 2 X 4 stud wall. Drilling through the edge of studs for wiring will be an aggravation, and will require steel plate protection from drywall screws. This will give you more room for wiring and also allow room for batt insulation in the wall.
