no matter what i would do in regards to flooring i would adress the subfloor issue
a sub floor system like dri core has rubber on the bottom with a waferboard top cost around two bucks a sq ft but you will have less of the basement smell
a secong alternative is using a raubber carpet mat in place of the foam that absorbs moisture
